Well, Holland is a part of Schengen zone as well as Germany. If the seminars and workshops you want to attend are within those 7 weeks you are going to be totally fine with applying at Holland's embassy, you need to note, though, that the first country you enter should be Holland. I would personally see where it is easier to get a visa, but if the workshops are only 2 weeks let's say, and you have some sort of invitation for it and legal confirmation on the basis of which you want to apply, then there is probably won't be much sense to do so, as if they give you visa only for 23 weeks. But, I'm not sure how it works exactly. You can also just apply for a polish schengen visa as a tourist, It should be one of the easiest ones. And travel within EU zone with no problems :)
